While fishing in Florida Travis McGee sees a woman thrown into the water with weights attached to her. After diving in to save her life he learns she is involved in a prostitution and murder ring. Sadistic bodybuilder Terry tracks the woman down to finish the job. Bent on revenge, McGee infiltrates the operation and boards a cruise ship. Now all that's left is to take care of Terry and break up this ring of murderous thugs.
