In 1940's England a plastic surgeon is on the run from police after an operation goes hideously awry. He retreats to France where he meets a circus owner. There he performs surgery on the owner's daughter who has become deformed by bombs from the war. Later on he takes ownership of the circus and continues performing operations on disfigured women who then become the beautiful starlets of his show. When these women begin dying in freak accidents a nosy reporter and the police become suspicious of the good doctor.
